first of all, make sure you get a pc that's powerful enough for making music (obvious i know, but it needs pointing out) make sure you get one with a fast enough processor (800+) loads of RAM, and hard drive space a plenty. are you new to all this production lark ? do you have samplers etc or will your music be software based ?

Depends what you want to do mate, you could get a sofware sampler, but then you would need to get a midi controller key board(approx £80). If you are going at it this way then recycle would come in handy to cut breaks, also I would get sound forge this comes in hand for effecting samples and cutting up samples.
All these programmes are easy to come by, im sure people on the board may be able to sort you out, unfortunately I cant cos I use a Mac.

Look out for car boot sales and things like that cos i got a cheap casio keyboard for £4 which works aswell as any midi controller it plays all the sounds on my software programs perfect excellent bargain. I use at the moment Reason v1 Cubase vst/32 Soundforge 5 (i need recycle (any1?)). Ive never used hardware, and u can get good results with software,Although i wont knock hardware till ive tried it.
If your gonna use a MIDI controller keyboard they it is vitally important tht you pick up MIDI interface for your PC! You cant imagine how many people go out and buy a keyboard then cant use it!
You can pick up an interface that slots into the gameport round the back of your comp for about £20. it is basically just a short, fat cable that terminates in a MIDI in port, a MIDI out port, and another gameport so you can still have your joystick plugged in. Try Acadmey of Sound in town, thats where i picked mine up from a couple of years back.
Most controller keyboard dont use midi to communicate directly anymore.
All the new one's are USB.
Still, an interface will be useful if you want to connect any more synths, samplers, etc.
